Design

Due to the magnitude of the improvements needed for the Council Bluffs interstate system, the project will be implemented in smaller, manageable segments over time. Boundaries were established in Tier 1 to divide the system into five segments with logical ending points that could be designed and built independent of adjacent segments.

Multiple preliminary alternatives have been developed for all five segments and the preferred alternative has been identified for Segments 1, 2 and 3. Additional engineering and environmental studies are underway for each of these segments in Tier 2. Tier 2 studies for Segments 4 and 5 will begin at a later time.
