Public meetings will be held for the Council Bluffs Interstate System (CBIS) improvements throughout the project development process. The meetings provide opportunities to review the progress of the project, ask questions of the project team and are a great way for the public to stay informed. Eight public meetings have been held to date and are briefly summarized below. A public hearing will be held in 2009 to present the preliminary design for improvements to Segments 2 and 3 (I-80 from the Missouri River to Mosquito Creek and I-29 from Nebraska Avenue to U.S. 275). Check back for the latest information regarding future meetings.

Seventh Public Meeting – June 24, 2008

A public meeting was held on June 24, 2008 to provide information and gather public input on the construction phasing for Segment 2 construction projects and to provide an update on the artwork being commissioned for the 24th Street Bridge that is sponsored by the Iowa West Foundation. Materials presented at the meeting included:
  • a formal presentation was made discussing the project background and the construction phasing for Segment 2
  • aerial displays showing the construction work to be completed in phase 1 and phase 2 of Segment 2
  • graphics showing the artwork that Iowa West Foundation is sponsoring for 24th Street bridge

24th Street Artwork Public Meeting – March 27, 2008

A public meeting, sponsored by the Iowa West Foundation, City of Council Bluffs and Iowa Department of Transportation, was held on March 25, 2008 to present the proposed artwork being commissioned for the 24th Street Bridge. The artist, Albert Paley, gave a presentation on his proposed sculptures for the bridge as well as some of his other projects. The artwork proposed for the 24th Street Bridge includes four sculptures that will be placed on each of the bridge plaza areas. The sculptures are expected to be completed and installed in late 2010.

Sixth Public Meeting - Aug. 28, 2007

A public meeting was held on Aug. 28, 2007 for the 24th Street bridge reconstruction. The purpose of the meeting was to discuss the reconstruction of the 24th Street bridge over I-29/I-80 as well as the Aesthetic Master Plan for the CBIS improvements project. Materials presented at the meeting included:
  • construction staging scrolls for reconstruction of the 24th Street bridge;
  • graphics from the Aesthetic Master Plan; and
  • renderings of the aesthetic enhancements to be included on the 24th Street bridge.

Fifth Public Meeting - Dec. 6, 2006

A public hearing was held on Dec. 6, 2006 for the Environmental Assessment (EA) prepared for Segment 1 of the Council Bluffs Interstate System (CBIS) improvements project. The purpose of the hearing was to update the public on the design of Segment 1, and allow the public to comment on the design, EA, and Section 4(f) finding (minimal impacts to Deer Hollow Park and the Henry Doorly Zoo). Activities included:
  • a presentation to the public on design features such as an additional Missouri River I-80 bridge, replacement of the Riverview Blvd Bridge over I-80, and widening of the interstate;
  • answering questions during an open house session before and after the presentation; and
  • discussion with landowners concerning potential property acquisition.

Fourth Public Meeting – Oct. 11, 2005

The fourth public meeting for the Council Bluffs Interstate System (CBIS) improvements project was held on Oct. 11, 2005. The purpose of this meeting was to update the public on the progress of the project moving into Tier 2, including:
  • presenting the decisions made in Tier 1 regarding access to West Broadway and the highway type for the overlapping section of I-80 and I-29;
  • identifying how the system would be broken into segments for Tier 2 studies; and
  • presenting the build concepts under consideration for each segment.

Third Public Meeting (Public Hearing) – Feb. 8, 2005

A public hearing for the CBIS improvements project was held on Feb. 8, 2005. The purpose of this meeting was to update the public on the progress of the project, present the Tier 1 Draft Environmental Impact Statement (EIS) with the alternatives being carried forward, and gather feedback about the project and Draft EIS. This information was used to determine if access should be provided to West Broadway and to determine the type of highway section for the overlapping section of I-29/I-80.

Second Public Meeting – Aug. 7, 2003

The second public meeting for the CBIS improvements project was held on Aug. 7, 2003. The purpose of this meeting was to update the public on the progress of the project, present the full range of alternatives being considered, and gather feedback from the public about the project. This information was used to develop the Tier 1 Environmental Impact Statement (EIS).

First Public Meeting – Jan. 23, 2003

The first public meeting for the CBIS improvements project was held on Jan. 23, 2003. The purpose of the meeting was to acquaint the public with the scope of the project and the project development process. Additionally, information was gathered from the public about existing traffic problems and important features that exist within the project study area. The meeting was held before detailed concepts were developed to seek early public input and listen to concerns. This information was used to develop the Tier 1 Environmental Impact Statement (EIS).
